Transformation Blueprint
Convert the diagnostic into a funded plan the operation can run: what changes, in what order, who owns it, and what result it has to produce.
The blueprint is the operating plan, not a slide deck. It names the constraint, the sequence of work, the owners, the cash or delivery result, and how the leadership team will govern it.
Where the constraint is a system people currently work around — an old process, a brittle handoff, a decision that waits on a report — that work is in the plan as part of fixing delivery, capacity, or cash. It is not a separate digital program. Automation is on the list only if it is the right tool for that constraint. The blueprint states the operating decision the work must improve and the measure that will show whether it did.
JPSE specifies what has to be true in the operation. If specialist technical delivery is required, that is scoped and sequenced here; it is not sold as its own offer.
